A skirt and top made out of the same fabric are quite different from one another. The main difference between them is the waistband- something that a tailor can easily add or remove to change their appearance. A contrasting waistband adds interest to a woman's white outfit by making it look like it has a second layer beneath the original one. Typically, white outfits have no interest added to them; but adding contrasting fabrics can give an outfit a unique look.
